EMD in government tenders

Earnest Money Deposit is a refundable amount you submit with your bid to show you are serious. On government tenders it is usually 1% to 3% of the estimated tender value, and many tenders cap it at a fixed figure. It is submitted as a demand draft, bank guarantee or online payment, and refunded after the tender is decided.

MSMEs registered on Udyam and DPIIT-recognised startups are frequently exempt, and GeM bids often use a bid security declaration instead of cash. The exact rate, cap, form and exemptions are set by each tender, so read the bid document before you pay.
