High-precision protein crystallography screening robot for 96-well plate application

Scope of work

Supply and installation of 1 high-precision protein crystallography screening robot designed for 96-well plate applications. Includes 5-year warranty and 5-year comprehensive maintenance (3-25% annual cost). Delivery within 90 days to Gujarat Biotechnology University, Gandhinagar. Technical specifications as per buyer's specification document. Option clause allows 25% quantity increase/decrease at contract time and 25% during contract period.

Eligibility criteria

• Minimum average annual turnover of ₹42 Lakh for last 3 financial years (audited balance sheet or CA certificate required)
• OEM minimum average annual turnover of ₹42 Lakh for last 3 years
• 3 years of past experience supplying same/similar products to Central/State Govt/PSU
• Past Performance: supplied 40% of bid quantity in at least one of last 3 financial years to Govt/PSU
• Must qualify as Class 1 or Class 2 local supplier per MII order (50% and 20% local content respectively)
• MSE relaxation available for experience and turnover criteria if valid Udyum certificate provided
• Startup (DPIIT registered) relaxation available for experience and turnover criteria
• OEM Authorization Certificate required
• Technical evaluation with 2-day clarification period allowed

• Experience criteria proof - contracts and delivery acceptance certificates (CRAC) for each financial year
• Past Performance documentation - relevant contracts proving cumulative supply quantity in qualifying financial year
• Bidder Turnover certification - audited balance sheet or CA/Cost Accountant certificate
• OEM Turnover certification - audited balance sheet or CA/Cost Accountant certificate
• OEM Authorization Certificate
• Additional documents as listed in buyer's ATC (Additional Doc 1-4)
• Compliance of BoQ specification with supporting documentation
• For MII preference: OEM certificate on local content percentage and value addition locations (statutory auditor certified if bid >₹10 Cr)
• For MSE: Valid Udyum Certificate and online validation confirmation
• For EMD exemption: Supporting documents proving MSE/Startup eligibility

How this tender is evaluated

Two-Packet Bid system with Total Value wise evaluation. Past Performance weighted at 40%. Technical evaluation required. Reverse Auction (RA) conducted among technically qualified bidders except highest quote (H1), with H1 excluded unless specific conditions met. MII and MSE purchase preferences applied per policy.
