Selection of an Agency for Development, Operation and Maintenance of Premium Desert Caravan Park in Dhordo, Kutch, Gujarat

Scope of work

Development and operation of an 8,000 sq.m. caravan park facility with minimum 10 parking bays (sized 7.5m x 5m with 5m gaps; one bay 15m x 6m), reception area, restaurant, accommodation for 30+ guests (luxury tents, caravan villas, desert pods, eco-cottages, boutique rooms, or dormitories), and 5 toilet/bathroom facilities each for men and women. Located near White Salt Desert in Dhordo, 2 km from Rann Utsav Tent City. Licensee must achieve commercial operations by 1 November 2026. License period is 20 years with option for 15-year renewal.

Eligibility criteria

• Bidder must be a single legal entity or consortium (company, partnership firm, LLP, or proprietorship registered in India)
• Bidder must demonstrate development and construction experience (certified by bidder, architect, or chartered accountant)
• Bidder must demonstrate operation and maintenance experience (certified by bidder or chartered accountant)

Four-stage process: Stage 1 - responsiveness tests; Stage 2 - pre-qualification (experience and financial requirements); Stage 3 - technical bid evaluation; Stage 4 - price/grant bid evaluation. Selection based on Least Grant (lowest grant amount from Authority).
