The Government e Marketplace, GeM, is the national portal for government buying at gem.gov.in. A lot of Gujarat procurement now runs through it, including buying by central offices located in Gujarat, some state departments, and public sector units like GMDC or GSFC for certain categories. If you sell goods or standard services, GeM registration is worth doing early.
Registration is free and mostly self-service. The catch is that GeM verifies who you are against your PAN, GST and Aadhaar data, so the details must match exactly. Below is what the process looks like for a Gujarat firm and what to get right the first time.
Who registers and what you need
You register your business as a seller or service provider. The primary user is usually the proprietor, a partner or a director, and their Aadhaar and PAN are used to authenticate the account.
Keep these ready: PAN of the business, GST registration, a bank account in the firm's name, and the authorised person's Aadhaar linked to a mobile number for OTP. If you are an MSME, keep your Udyam registration number too, because GeM recognises MSME status and it unlocks benefits during bidding.
For a Gujarat firm, make sure the GST and firm address details you enter match your Gujarat registration exactly. Mismatches between PAN name, GST legal name and bank name are the most common reason verification stalls.
Creating the account
Go to gem.gov.in and start seller registration. You confirm the organisation type (proprietorship, partnership, company, and so on), verify the authorised person through Aadhaar or PAN based authentication, and set up the primary user credentials.
GeM will pull and cross-check your details automatically. Once the business is verified, you become the primary user and can add secondary users later, for example a staff member who handles bid uploads while you keep signing authority.
Complete your profile fully. An incomplete profile, missing bank details or an unverified MSME status can quietly disqualify you from benefits you are entitled to.
Listing products and services
GeM works on catalogues. You list your products against existing GeM categories, or list services under the relevant service category, with specifications, prices and any brand approvals.
Accuracy matters because buyers place direct orders and float bids against these catalogue categories. If your listing specifications do not match a buyer's requirement, you will not appear in their bid or you will be found non-responsive later. Take time to map your actual offering to the right category and fill technical parameters honestly.
Bidding and MSME benefits
Buyers procure through direct purchase, L1 comparison, or bids and reverse auctions above certain values. Once registered and listed, you can participate in bids that match your categories.
Micro and small enterprises registered under Udyam get real advantages on GeM, including exemption from tender fee and EMD in many cases and purchase preference under the public procurement policy, but the exemption is narrower than "MSME" suggests: it covers micro and small units only (not medium), and only when you are the actual manufacturer of the goods or provider of the service, not a trader or reseller. Gujarat-based MSMEs should make sure their Udyam number is validated on GeM so these benefits apply automatically rather than being argued for after the fact.
Read each bid's eligibility carefully. A GeM listing lets you participate, but each individual bid still sets its own turnover, experience and past-supply conditions.
