Rotary core drilling services for Critical Mineral Assessment Programme (bauxite, laterite, basalt, limestone exploration) – Geological Survey of India, Ministry of Mines

Scope of work

Surface drilling using rotary core method for non-energy mineral exploration. Specifications: 6–8 vertical boreholes (90° angle), 150m total depth, 56mm core minimum, site at GSI Sector 10A. Core recovery: ≥90% in mineralized zones, ≥80% non-mineralized. Rock types: bauxite, laterite, basalt, miliolitic limestone. Contract: 1 month.

Eligibility criteria

  • Minimum average annual turnover: ₹16 Lakh (3-year average)
  • 3 years past experience in similar drilling services for Govt/PSU
  • Past experience: (a) 3 similar services ≥40% estimated cost, OR (b) 2 services ≥50%, OR (c) 1 service ≥80%
  • MSE exemption available (complete) for experience and turnover
  • DPIIT-registered Startup exemption available (complete) for experience and turnover
  • Bidder must not be under liquidation, court receivership, or bankruptcy

Documents to submit

  • Experience Criteria certificate
  • Audited balance sheets or CA certificate (3 years)
  • Contracts/invoices/execution certificates proving past experience
  • If seeking exemption: MSE Udyam Certificate or DPIIT Startup registration
  • Undertaking of financial standing (not under liquidation)
  • EMD: ₹24,750 (via bank draft, PBG, or Fixed Deposit Receipt)
  • ePBG certificate (5% of contract value, 2-month duration)

How this tender is evaluated

Two-packet bid (technical and financial). Technical evaluation followed by reverse auction among lowest 50% of technically qualified bidders. Final award by total value-wise method.
