TENDER FOR CIVIL/ INTERIOR/ ELECTRICAL/HVAC WORK FOR 5 SUB REGISTRAR OFFICES (ANAND, DHOLKA, KAPADVANJ, MAHUDHA, MANDAL)

Scope of work

Interior works, furniture works, supply and installation including false ceiling, wall paneling, partition works, glass partition works, air conditioning system (HVAC), firefighting and all related services for 5 government Sub Registrar Offices (Anand, Dholka, Kapadvanj, Mahudha, Mandal). Work to be executed in phases as space is provided in existing ongoing offices. Completion required within 3 months from work order issuance.

Eligibility criteria

• Minimum 5 years experience executing Civil/Interior/Electrical/HVAC work for Central/State Government, Board, Corporation, or public sector buildings with all services
• GST registration, PAN card, and ESIC registration as per government regulation
• ESIC Certificate if bidder has factory/workshop; Workmen Compensation Policy declaration if carrying out turnkey projects
• Two similar completed works costing minimum Rs. 82.48 Lakhs each started within last 5 years and completed before tender publication, OR one similar work costing minimum Rs. 1.32 Crore
• Average Annual Financial turnover of at least Rs. 2.80 Crore during 2022-23, 2023-24, and 2024-25
• Notarized affidavit confirming no blacklisting history with Central/State Government, Boards, or Corporations
• Office registered in Gujarat
• No joint ventures or tie-ups allowed
• Similar work must be completed within original stipulated timeframe (extensions not considered)

• Tender fee: DD of Rs. 17,700 (Rs. 15,000 + 18% GST) in favour of 'Gujarat Rural Industries Marketing Corporation Ltd' payable at Gandhinagar
• EMD: DD of Rs. 4,94,906 in favour of 'Gujarat Rural Industries Marketing Corporation Ltd' payable at Gandhinagar
• Power of attorney (if bid document is in company name)
• GST registration certificate
• PAN card
• ESIC certificate (if applicable)
• Workmen Compensation Policy declaration (if applicable)
• Work Completion Certificates for similar projects with cost, dates, and completion confirmation
• Certified Audited Balance Sheets for 2022-23, 2023-24, 2024-25 or CA/Cost Accountant certificate with UDIN number
• Notarized affidavit of no blacklisting history
• Proof of Gujarat office registration
• Photographs of interior furniture works executed in similar projects
• Company legal status, principal place of business, and place of incorporation/registration documents

How this tender is evaluated

Two-bid system: (1) Technical bid opened first per date/time prescribed; bids with incomplete information rejected. (2) Technical bid analyzed for mandatory eligibility criteria and pre-qualification; site visits may be conducted to assess quality and finish; (3) Financial/price bid opened only for pre-qualified bidders. Selection emphasizes extensive civil finish and interior furniture experience, ability to deliver high quality within stipulated time, and ability to plan and mobilize resources.
